The JRC provides technical assistance, analysis and input to support the implementation of the Article 14 (Efficiency in energy supply) of the Energy Efficiency Directive. This article relates to how the energy efficiency potential in the heating and cooling sector can be identified and implemented at national and installation levels. Within the framework of EU's Cohesion policy, support is given to develop a research and innovation strategy for smart specialisation on heating and cooling.
In addition, the JRC supports the development of efficient heating and cooling markets in the EU, by for example: analysing market mechanisms to improve efficient heating and cooling markets, prepare techno-economic data of heating and cooling technologies, analyse synergies from using the heating energy system to balance the power systems etc. This research provides energy policy makers with insights how future energy policies can be better designed.
