The CORE model presented in this joint report is based on a whole-of-society approach and can be considered a blueprint for adaptive thinking, helping democratic states understand how they – individually or collectively – can foster resilience and enhance their margin of manoeuvre when facing hybrid threats.One year after the initial launch of the flagship report, it is important to follow up on how states and organizations have used the model, and to look at the way forward. The event will host a panel discussion showcasing the tangible usage of the CORE model through relevant stakeholder testimonies.The objectives of the event are:To foster policymakers’ and practitioners’ understanding of the CORE model as a practical device providing a hands-on methodology, and helping to build resilience in a comprehensive manner.To inform participants about the CORE model as a strategic dashboard for deciding which resources, tools and measures to mobilize in the face of hostile activities at EU, member state or operational level.To provide an opportunity to discuss and identify potential gaps and challenges in addressing hybrid threats and developing robust and targeted resilience strategies.
