Self-Assessment Tool for Territorial and Local Development strategies (SAT4TER) launch

SAT4TER is a free and anonymous tool for local and managing authorities to self-evaluate if their territorial strategies build on the main elements of the EU integrated approach to territorial development in non-urban areas

The Self-Assessment Tool for Territorial and Local Development strategies (SAT4TER) is a user-friendly, free and anonymous tool for local and managing authorities, as well as other local actors, that are responsible for building or updating integrated territorial development strategies in non-urban areas. Such strategies are the ones under Policy Objective 5, specific objectives 2 - as specified in Article 3, paragraph (e) of the Regulation on the European Regional Development Fund and on the Cohesion Fund - and precisely, Integrated Territorial Investment (ITI) strategies or Community Led Local Development (CLLD) strategies and other types of strategies using a mix of territorial tools in non-urban settings.

The tool makes self-assessment easier for local actors and helps them identity strengths and opportunities for improving their development strategies.

During the launch event, an overview of the policy context and scientific rationale of the tool was followed by a live demo and interactive Q&A session. Guest speakers from local authorities that have tested the tool in a pilot phase offered their perspectives about its applicability in every stage of design and delivery of integrated territorial strategies.

Based on the Handbook of Territorial and Local Development strategies, SAT4TER focuses on 6 building blocks of territorial development

  • a strategic vision for the sustainable development of non-urban areas.
  • integration across spatial territorial scales
  • multi-level and multi-stakeholder governance
  • integration across sectors
  • integration of multiple sources of funding.
  • monitoring and consolidating a result-oriented strategies

The Self-Assessment Tool for Territorial and Local Development strategies is an initiative of the European Commission’s Directorate-General for Regional and Urban Policy (DG REGIO) and the Joint Research Centre (JRC).
