Additional Protocol Exercise (APEX)

The objective of the Additional Protocol Exercise is to practice the complementary access in a realistic nuclear environment according to a fictitious scenario.

According to the Additional Protocol agreement, IAEA Member States provide IAEA inspectors a complementary access to their nuclear sites to verify absence of undeclared nuclear material and activities at the sites. The Additional Protocol Exercise (APEX) training allows participants to practice a complementary access verifying absence of undeclared nuclear material and activities at nuclear sites and installations. The training follows a fictitious scenario implemented in a realistic environment of the nuclear research facilty. Following the training, participants will be able to detect indications of undeclared nuclear materials and activities.

Scope

Due to specialized facilities available at the JRC Karlsruhe, the participants will be "exposed" to an intricate and advanced environment of a nuclear research site.

The APEX training will consist of the following parts:

•   Familiarization with nuclear fuel reprocessing, transmutation and conversion activities and their potential safeguards-related aspects

•   Practicing the complementary access in real environment based on scenarios

•   Preparation of an exercise report

•   Debriefing on the complementary access, the related scientific equipment and context of the chosen scenarios

Course organisation

The course can take place once ot twice per year, dependingon the requests. It last two weeks. The first week takes place at the IAEA Headquarers in Vienna, Austria. The second week, including application of scenarios at the nuclear research facility, takes place in JRC Karlsruhe, Germany.

Learning outcomes

The APEX training should help participants improve their technical, legal, observation and negotiation skills. Using the skills, the inspectors will be able to detect indications of potential undeclared nuclear materials and activities at real nuclear sites and installations.
