The project integrates the simulation of consumption taxes (i.e. VAT and excises) into EUROMOD to significantly broaden the scope of policy evaluation and analysis.
The simulation of value-added taxes and excises at the household level allows for assessing the budgetary, distributional and equity impacts of tax reforms and can be combined with reforms affecting direct taxation as for instance, in the case of policies shifting taxes from labour to consumption.
The project currently covers four countries (France, Germany, Italy and Spain) and will be extended to ten additional Member States.
