Supporting policies with Composite Indicators and Scoreboards
Composite indicators aggregate multi-dimensional processes into simplified concepts. The JRC has developed statistical methodologies and tools to construct robust composite indicators and 'smart' scoreboards that can provide policy-makers with the ‘big picture’ on matters that are crucial for the EU, helping to shape interventions and monitor progress in a wide range of policy areas.

The Competence Centre on Composite Indicators and Scoreboards (CC-COIN) was launched in 2016 to support policy Directorates-General and EU institutions, as well as international organizations and world-class universities, in the co-creation of sound and robust monitoring and data visualization frameworks.
These frameworks are designed to provide evidence-based assessments of EU policies.

- The JRC, together with the OECD, has published a “Handbook on Constructing Composite Indicators: Methodology and User Guide” which has become the reference report for practitioners constructing composite indicators in a variety of fields.
- The JRC CC-COIN creates interactive platforms for data visualization, enabling users to explore and understand complex datasets. These online tools, hosted on the 'Competence Centre on Composite Indicators and Scoreboards: Online platforms' website support the analysis and monitoring of multidimensional phenomena, offering policymakers a comprehensive view to make informed decisions at national, regional, and local levels.
- The COIN Tool is an Excel-based software tool to help develop and analyse composite indicators and scoreboards.
