Description

This is a "Letter to the Editor" in response to the publication "In the shadow of the cosmetics directive ? Inconsistencies in EU environmental hazard classification requirements for UV-filters" (Sobek et al. Science of the Total Environment 461-462 (2013) 706-711), whose conclusions about inconsistencies in the current EU regulations of UV-filters are in our view due to misinterpretations of the EU legal frameworks for different uses of chemicals. In particular, the letter aims to clarify the misunderstood legal status of the substances used in cosmetic products in EU and explain the difference between the legal terms ?substance? and ?product? which were confused in the original article.
