The Structured Dialogue with Member States; Member States’ National Recovery and Resilience Plans; and submissions to the Call for Evidence on enabling factors and digital skills were used in the analysis. The findings are included as Annex 3 of the Staff Working Document which accompanies the Council Recommendations on enabling factors for digital education and the provision of digital skills in education and training (published April 2023).

From mid-2022 to early 2023, the JRC worked with DG EAC to complete a thematic analysis on digital education and digital skills.
