DigComp-related JRC publications

This policy brief presents the value that DigComp provides to different stakeholders, and illustrates its adoption and various uses across policy areas throughout the different skills development stages across employment and formal, non-formal and informal education and training contexts.

An analysis of the landscape of digital skills certification schemes in the EU which certify skills relevant to the European Digital Competence Framework for Citizens (DigComp). The study identified 27 relevant schemes operating in the EU, with services available in all EU countries, and reveals that the schemes show variations in many aspects. The report provides a comparative analysis of different characteristics of the various schemes and a fact sheet for each scheme.

This policy brief uses data from the Digital Skills Indicator (DSI 2.0), used to monitor the Digital Decade Policy Programme target of at least 80% of adults with at least basic digital skills by 2030. It provides results on areas of digital skills requiring development, and the groups of adults that would require further digital skills development.

A feasibility study of the European Digital Skills Certificate (EDSC), as Action 9 of the Digital Education Action Plan (2021-2027). The study examined the feasibility of an EDSC, conceived as a quality label for digital skills certification schemes aligned to DigComp. The study found that demand for such a quality label is currently limited and that its implementation would be complex and costly. The study recommended the development of learning outcomes for DigComp. The annexes to the report include country highlights for EU-27, including evidence of use of DigComp and digital skills certification schemes.

An experimental mapping of the DigComp 2.2 framework to the skills descriptors of ESCO (European Skills, Competencies, Qualifications and Occupations), the classification of skills which is used in the Skills-OVATE, the database of European online job advertisement (OJA). The aim is to reconcile the 'demand side' of digital skills sought by employers with the 'supply side' of education and training for digital skills, through the lens of DigComp.
