Framework for open access to JRC research infrastructures for training and capacity building for enlargement and integration countries

Access of users to JRC research infrastructures will be regulated by the "Framework of Access to the Joint Research Centre Physical Research Infrastructures for the purposes of Training and Capacity Building for Enlargement and Integration Countries" ('Framework') drafted by the JRC and based on the European Charter for Access to Research Infrastructures.

The Framework defines the principles and modalities, including the rights and obligations of the JRC and the user(s), health and safety, security rules, intellectual property rights, data protection, confidentiality, liability and financial aspects, under which the JRC opens its facilities to external users for the purposes of training and capacity building through an open access policy.

Physical access of users to the JRC will be regulated by the user access form, signed by the user. The user access form will cover legal aspects including confidentiality, insurances, the documents to be provided by the User and the rules on the JRC sites, and technical aspects, including the technical description (user access projectdescription and schedule) and possible in-kind contributions of the user access project.

Users are encouraged to contact the research infrastructure during preparation of the proposals, in particular when a topic different from those proposed by the research infrastructure is requested by the Lead User.

* The JRC is a public institution opening its research infrastructure to user Institutions and users under a scheme that is transparent and ensures equal treatment of all applicants. This implies that the template for the agreement has to be followed to the maximum possible extent. Changes to the contractual conditions deviating from the template would only be admissible for imperative reasons in order to take into account particular legal circumstances that would otherwise impede participation.
