The JRC contributes to the updated IPCC Methodologies for Greenhouse Gas Inventories

A plenary session of the Intergovernmental Panel on Climate Change (IPCC) in Kyoto, Japan, today released the 2019 Refinement to the 2006 IPCC Guidelines on National Greenhouse Gas Inventories, which was co-authored and reviewed by the JRC.

This report updates the methodologies to be used by governments to estimate and report their greenhouse gas (GHG) emissions and removals to the United Nations Framework Convention on Climate Change (UNFCCC), as required under the Paris Agreement.

The new IPCC report ensures that the methodology used to determine these inventories is based on the latest science, including adding methods for estimating sources and sinks that were not included in the previous 2006 IPCC Guidelines.

The 2019 Refinement is to be used in conjunction with the 2006 IPCC Guidelines.

Over 280 scientists and experts worked on the 2019 Refinement for more than two years to produce more than 2 000 pages of changes to the previous methodological guidance for four sectors: energy; industrial processes and product use; agriculture, forestry and other land use (AFOLU, i.e. Agriculture plus LULUCF); and waste.

JRC scientists Giacomo Grassi and Adrian Leip are lead authors of the LULUCF and Agriculture sections respectively, and Raul Abad Viñas, Valerio Avitabile, Simone Rossi are contributing authors. JRC scientist Greet Janssens-Maenhout is a Review Editor.

Giacomo Grassi participated in the IPCC plenary in Kyoto, where several last-minute changes were discussed between governments and scientists.
