Responding to the current lack of data on how citizens have reacted to the COVID-19 outbreak and the measures put in place, the JRC has launched an online survey covering the 27 EU Member States on the effects of the COVID-19 emergency.
Understanding the European citizens’ perspective on the coronavirus crisis, their experience and their matters of concern in the months to come is critical for the shaping and implementation of successful human centric recovery and transition strategies.
The survey launched by the JRC aims to increase the understanding of citizen experiences throughout the COVID-19 crisis and thus foster the development of effective strategies to mitigate the impact of the crisis on the people and the economies in the European Union.
The survey results will feed into JRC work on social fairness, energy and transportation use, resilience, privacy and the use of modern communication in the crisis and value.
It will help the JRC to provide insights to policy-makers about the impact and consequences of COVID-19 on individuals in all EU member states, and to develop effective strategies to improve citizens’ lives.
The survey collects information on the impact of COVID-19 on EU citizen’s employment and living conditions, citizen’s trust in the ability of national and European institutions to respond to the crisis and their attitudes towards the national exit strategies.
In addition, there are rotating thematic modules on children, education and family; individual resilience; COVID-19 apps and data sharing, energy consumption, as well as values and morality.
The survey
The survey is currently available in 12 languages: Croatian, English, French, German, Greek, Hungarian, Italian, Lithuanian, Polish, Portuguese, Spanish and Swedish.
The remaining languages - Bulgarian, Czech, Danish, Estonian, Finnish, Irish, Latvian, Maltese, Dutch, Romanian, Slovak and Slovene - will be added soon.

Other JRC surveys on COVID-19
A number of other COVID-19 related surveys have been launched by JRC research teams on more specific topics or targeted at narrower target groups.
The JRC invites interested individuals, professionals and companies to respond to the following surveys.
- COVID-19: Emergency, Response and Improvement
This activity is part of the JRC’s work in the areas of disaster risk reduction, organisational resilience and business continuity.
The survey contains questions linked to the respondents’ perceptions of the emergency, emergency communication and management, as well as expectations regarding the recovery from the lockdown.
The survey results will feed into a long-term strategic vision, which aims to improve the preparation of our societies for possible future crisis scenarios.
This survey was developed in collaboration with University College London (UCL).
- The effects of COVID-19 on cultural & creative sectors and cities' response
This survey is part of the Cultural and Creative Cities Monitor project.
The online survey collects information on the preliminary impacts and measures that European cities are undertaking or involved in to keep the cultural offer alive or counteract the socio-economic effects of COVID-19.
The primary target of this survey are the city administrations of the 190 European cities covered by the Cultural and Creative Cities Monitor, who have been invited to take part.
In addition, any other interested city located in the 30 European countries covered by the Monitor (EU-27 plus Norway, Switzerland and UK) can participate.
The survey will stay open until 25 May.
- Impact of COVID-19 on the functioning and disruption of the EU agri-food supply chain
The objective of this online survey is to collect evidence on the resilience of the EU agri-food chain to the COVID-19 crisis.
It also aims to shed light on the strengths and weaknesses of the current organisation of the EU food supply chain to ensure food access to EU citizens during a crisis.
The analyses will cover the lockdown phase and recovery phase. It will also investigate the expectations of the operators regarding future prospectives.
The survey targets the operators and companies working in the agri-food sector.
