In the context of the on-going Study on the interaction between Open Source Software and FRAND (Fair, Reasonable And Non-discriminatory) licensing in Standardisation we carry out a survey with interested stakeholder groups.

Background
This project follows up the 2017 European Commission communication 'Setting out the EU approach to Standard Essential Patents'.
The EC announced plans to "work with stakeholders, open source communities and Standard Development Organizations for successful interaction between open source and standardisation, by means of studies and analysis".
The study is important to provide evidence for the public policy measures in standardisation following the principles of the Communication on the ICT standardisation priorities for the Digital Single Market (2016).
The management of the survey is handled by the Fraunhofer Institute of Open Communication System.
