On the occasion of the EU-India Summit via video conference of 15 July, the European Atomic Energy Community and the Government of India signed an agreement for research and development cooperation in the field of the peaceful uses of nuclear energy research and development.

The main purpose of the agreement is to encourage and facilitate R&D cooperation in peaceful uses of nuclear energy.

It also aims to facilitate the participation of India in projects of the respective research programmes in areas such as nuclear safety and security, radiation protection and nuclear waste management.

The agreement also covers research and development in the field of non-power nuclear and radiological technologies and applications in areas such as health care, agriculture and industrial isotopes.

The agreement is the result of many years of negotiations between the two parties.

The 2008 EU - India Joint Action Plan stipulated that both Parties should "cooperate in civil nuclear research and development in a manner consistent with their international obligations".

The European Commission, through the JRC, received a negotiating mandate from the Council in 2009. After ten years of negotiations, the Council approved the text negotiated by the Commission in February 2020.

India has participated in the international nuclear fusion research and engineering megaproject ITER since 2005. India is also one of the parties of the ITER Agreement that entered into force in 2007.
