How to get the best out of the Renovation Wave?

Renovating the EU building stock is a pre-requisite to meeting our climate and economic goals. Buildings are a big energy consumer and a CO2 emitter. The objective of the Renovation Wave is to increase the annual rate and depth of renovations across the EU. It also fosters policy-making at the different levels of governance in the EU for speeding up, further incentivizing and optimizing the renovations of buildings. This is the opportunity to make renovations a win-win for climate neutrality and economic recovery.

This session will look into different aspects of the Renovation Wave in search of ways to make the most out of its implementation. The session is organized by four partners each focusing on a different aspect of the Renovation Wave. The European Bank for Reconstruction and Development comes from the perspective of how financing instruments can accelerate deep renovation across the highly fragmented building sector. Renovate Europe Campaign, the second partner organizing this session, concentrates on the hands-on aspects of building renovation and puts the spotlight on the need of technical assistance. The Directorate General of the European Commission on Internal Market, Industry, Entrepreneurship and SMEs (DG GROW) advocates a district-level and integrated approach when renovation targets housing (affordability, empowerment of residents and communities, social inclusion, improved access to proximity and social economy services and growth opportunities for local companies). The fourth partner and coordinator of the session, the Joint Research Centre of the European Commission, promotes integrated techniques of renovation, where interventions improve not only the energy efficiency of buildings, but also the resilience of the structure to earthquakes or fire.

The session will put together a panel of policy makers from the EU, national, regional and local levels of governance and will ask them to discuss challenges and highlight opportunities on these different aspects of the implementation of the Renovation Wave. The panellists will also be presented with questions and comments by young activists from the Youth4Climate event in September 2021.
