EU start-up calculator: impact of COVID-19 on employment

The EU start-up calculator allows to compute an estimate of the medium-run impact that COVID-19 may have on aggregate employment due to the disruption of start-ups and young firms. Different scenarios can be created varying three margins:

(i) the number of start-ups, i.e new firms,

(ii) the growth potential of start-ups, and

(iii) the survival rate of young firms.

The EU start-up calculator uses publicly available data from Eurostat allowing analysis of the whole economy, the industrial and service sectors in 23 EU Member States. A technical manual explaining the methodology adopted can be downloaded here.

Evolution of shocks in the three margins

Note: The sample minimum, maximum and average of the three margins are depicted as reference for the evolution of the shocks. The underlying Eurostat data cover the years from 2008 to 2017 for Austria, Czechia, Estonia, France, Hungary, Italy, Latvia, Luxemburg, the Netherlands, Portugal, Romania, Slovenia and Spain, from 2009 to 2017 for Lithuania and from 2012 to 2017 for Belgium, Bulgaria, Croatia, Denmark, Finland, Germany, Poland, Slovakia and Sweden. For these last EU Member States the short time series does not allow to compute the 1-5 survival rate.
