Education and training

The possibilities for a Bachelor’s degree include: the Polytechnical University of Bucharest/Universitatea Politehnica din Bucuresti, which offers a degree in Nuclear Power Engineering and Nuclear Technologies, and the Ovidius University of Constanta/Universitatea Ovidius Constanta, which offers a specialization in Industrial Energetics within the Energy Engineering oriented towards the nuclear field.

The possibilities for a Master’s degree include: the Polytechnic University of Bucharest/Universitatea Politehnica din Bucuresti, which offers degrees in Radiation Protection and Nuclear Security and Nuclear Engineering, and the University of Bucharest/Universitatea din Bucuresti, which offers a degree in Physics specialising in Photons, Spectroscopy, Plasma and Laser.

The possibilities for a Doctorate degree include: the Horia Hulubei National Institute of Physics and Nuclear Engineering, which offers degrees in the nuclear field, the University of Bucharest/Universitatea din Bucuresti, which offers several options in different nuclear fields such as the Atomic Physics, Nuclear Physics, and Elementary Particle Physics, and the University Babes-Bolyai Cluj/Universitatea Babeş-Bolyai, which offers a degree in the nuclear field.

The Romanian National Consortium (RNC) for Training and Education in Nuclear Sciences Platform (TENSP) offers different possibilities in the nuclear training field.

Regarding nuclear research, there are number of institutions involved, which include: the Institute for Nuclear Research - Pitesti/Sucursala Cercetari Nucleare- Pitesti and the Horia Hulubei National Institute of Physics and Nuclear Engineering. In addition, there are two universities working in the nuclear field: the Polytechnic University of Bucharest/Universitatea Politehnica din Bucuresti particularly its Power Engineering Faculty, and the University of Bucharest/Universitatea din Bucuresti, especially the Center of Research and Development Nuclear Matter in Extreme Conditions and the Center of Research Photonics, Spectroscopy, Plasma and Laser Research Centre of the Department of Atomic and Nuclear Physics.

The Romanian Nuclear Higher Education Network (RONEN) is a joint initiative of the Romanian Universities, Nuclear Research Institutes, SMEs, NGOs and the Regulatory body.

The Romanian Nuclear Energy Association/Asociatia Romana Energia Nucleara (AREN) is involved in the development of the nuclear energy in Romania.

Human resources and knowledge management

Romania has currently two nuclear reactors at CERNAVODA (PHWR) NPP site. This NPP is generating almost 20 percent of the country’s electricity. The first unit of Cernavoda NPP started operation in 1996, and the second in 2007.

Romanian government support for nuclear energy is strong. In 2007 it approved a long term Energy Strategy (up to 2020), building up on the National Energy Strategy on Medium Term, of which nuclear energy is an important part, and it favours the development of nuclear energy by giving priority to Cernavoda Units 3 and 4, which are expected to be completed by 2014-2015.
Romania has a number of official bodies with responsibilities in the nuclear field, which include: the Romanian Authority for Nuclear Activities/Regia Autonoma pentru Activitati Nucleare (CNCAN) , the Romanian Authority for Nuclear Activities/Regia Autonoma pentru Activitati Nucleare (RAAN), the National Agency for Radioactive Waste/Agentia Nucleara si Pentru Deseuri Radioactive (ANDRAD), and the Romanian Energy Regulatory Authority/Autoritatea Nationala de Realementare in domeniul Energiei (ANRE).

In the nuclear field, all the activities are deployed in accordance with the provisions of the National Strategy for the Development of the Nuclear Field (SNDDN) and of the National Nuclear Programme (PNN), approved through the Governmental Decision No. 1259/2002. These documents state the main directions for nuclear power and non-power development in Romania and establish the strategy and the ways to ensure the needed human resources.
