On 18 May 2021, the Commission published the Communication on Business Taxation for the 21st Century to promote a robust, efficient and fair business tax system in the European Union. The Communication aims to set out a new framework for business taxation in the EU, the “Business in Europe: Framework for Income Taxation” (or BEFIT), which will move the corporate tax system towards a common tax rulebook and fairer allocation of taxing rights between Member States. BEFIT will replace the pending proposal for a Common Consolidated Corporate Tax Base, which will be withdrawn.
The JRC actively supports the design and assessment of the Commission’s BEFIT proposal. Past contribution included the Impact Assessment of the CCCTB, as detailed in Álvarez-Martínez et al. (2016). In this context, the JRC has also analysed the economic impact of an EU harmonised tax base in Barrios et al. (2020).
